Background
There has been a great change in global photovoltaic market in 2010. The government of Germany, holding the top position in photovoltaic market, announced the policy to reduce subsidies on photovoltaic industry, which brings a huge impact on its local photovoltaic corporations and those who rely on German photovoltaic market. Meanwhile, 467millions US dollars investment and tax deduction policy makes the U.S.A an emerging PV market.

In the past two years, the upstream supply chain of raw material has been well improved in China through continuous input and development. To further enlarge and open domestic PV market, The Ministry of Science and Technology of the People’s Republic of China devoted 200millions US dollars to support a subsidies plan called “The Golden Sun”, which financially supports more than 500 MW PV projects in the rate of 50-70%. Hebei Wind & Solar Project with 50 MW PV is one of the typical projects. These successful projects experience will also accelerate benchmark PV power price put forward by government. It is obviously that China is speeding up the steps toward completing PV industry chain.
